RASGAS - CONTRACTS ENGINEER
Role:
To provide Contracts Engineering services in accordance with the company’s policies and procedures and produce documentation to allow the effective development and implementation of contracts to support the Company’s onshore and offshore activities. • Carry out the Contracts Engineering duties section within the Procurement Department, consistent with Company Policies and Company business objectives. • Carries out Planning and scheduling of the Contracts Engineering Sections. • Works in a Team to identify and report on Contracts risk assessment and recommends Project Engineering Strategies to mitigate any such contractual risk exposure to RasGas. • Responsible for leading and identifying various options and translating customer’s requirements into the most appropriate tendering strategies to meet the needs of sponsoring department. • Maintain the compliance of the Corporate Procurement Manual including Contracts Section Quality Control Process and reports on company wide customer feedback loops. • Manage the tender development and tender evaluation process including on and offsite tender clarification meetings with contractors where necessary. • Counsels sponsoring departments on specific Terms Conditions for customised Contracts. • Plans, co-ordinates and leads the Tender award and contract formulation activities. • Works in a team to provide contractual guidance on Post Award Activities such as Change-orders, contractor claims, warranty claims and claims resolution, Contract Close-out process and approvals. • Develops and implements tendering strategies, Contract formulation including Technical Scope targeting Engineering specifications, Contractor-Company joint responsibilities, contractor performance indicators, EHS requirements, quality & compliances, Compensation models, risk mitigation. • Develops and implements tender planning/scheduling to ensure critical path tender and award milestone activities are achieved. Such projects tender planning process shall include the use of Project Mgmt. tools, (M.S-Projects) Progress reporting and contract award activities. • Works in a Team to carry out Pre-qualification and feasibility exercise and provide input to sponsoring dept. • Liaise and co-ordinate with Legal and Finance Departments when required in relation to contractual and commercial recommendations. • Attend LTC meetings along with Tender Evaluation team and provide Contractual guidance. • Adherence to budget requirements and forecasting any variations.
Requirements:
• Bachelor of Science in Engineering, quantity surveying, or Professional Associate Member of an internationally recognized Institution of Cost engineers, or quantity surveying. • Minimum 8 years contracts administration experience in the oil & gas industry of which 2 years in a supervisory role with major international Contractors or Clients. • Related experience shall include some exposure project management skills, financial planning and budgeting. • Knowledge of and some experience in a wide range of administrative & operations services incorporating international standard forms of contract. • Ability to work as both a team member and also a team leader. • Excellent computer literacy with particularly high proficiency in MS Word, Excel, PowerPoint, Projects, and Outlook. • Knowledge of international standard forms of Projects /Construction Engineering / Operating Company Maintenance Contracts including claims resolution and mitigation • Must be able to demonstrate some experience in the application of Quality Management principles under ISO 9000 Series or British/European Standards. • Skills to develop contract presentations • Good interpersonal skills and must have experience of working with and managing a multicultural, multinational workforce, preferably within the Gulf region. • Must be fluent in written and spoken English. • Skill in organizing resources and establishing priorities • Able to demonstrate excellent communication, presentation and facilitation skills. • Excellent planning, analytical and problem solving skills.
