ZADCO - Marine Services Team Leader
Job purpose & Scope:
Provide critical integrated marine support for the smooth working of all offshore operations including projects, material and personnel movements. Ensure priority is given to HSE compliance, adequate and quick response to emergency and rescue situations at sea, covering the activities of both ZADCO and ADMA-OPCO requirements.Develop and establish marine standards for ZADCO specific requirements to be compatible with local and international industry best practice codes. Ensure compliance to achieve safety and efficiency of operation.
Principal Accountabilities:
1. Manage and supervise marine fleet and marine spread capabilities for providing effective technical and functional support to UZ, Satah and UAD fields to meet their marine requirements.
2. Ensure effective maintenance and regular updating of all marine charts, marine related drawings and documents for all vessels and SPMs under purview.
3. Monitor and manage fleet operation of all vessels (production, maintenance, multi-purpose and passenger related) to ensure compliance with marine procedures with satisfactory and reliable performance.
4. Maintain high priority for HSE issues and ensure full implementation of HSE regulations by ensuring timely inspections are conducted on vessels / barges under purview, any outstanding issues / points are addressed and rectified promptly and entry permits granted accordingly.
5. Review and approve contractors’ preventive maintenance programmes and dry-docking schedules for vessels under own scope, visit dry-dock during refurbishment of vessels and approve the temporary replacement of vessels during breakdown or dry-docking, so that continuity of operations is maintained.
6. Ensure field visits are conducted to check the condition of operating vessels and their conformity with international and local standards, regulations and the contractual technical specifications. Review and give technical acceptance to jobs performed by contractors.
7. Ensure regular contact is maintained with Radio Room and marine Coordination Control (MCC) is always kept informed and updated on any planned marine movements in the fields and that meteorological information is dispatched regularly to sites and vessels.
8. Lead the response to all Marine Offshore Emergencies for fire-fighting, anti-pollution, search and rescue operations etc., in fields under ZADCO scope and advise on relevant methods and equipment during operations.
9. Plan and manage all marine project activities in coordination with relevant parties and ensure these activities are conducted as per Company’s standing instructions, good seamanship and approved procedures.
10. Establish and maintain effective communications and working relations with ADMA-OPCO and NPCC on joint marine operations projects and governmental authorities such as Coast Guard, Offshore Oilfields Security Department.
11. Maintain contact with international organizations, Gulf States local regulatory bodies and OPCOs for updating marine standards and best practices. Participate in international and local forums for discussions and presentations on technical issues relevant to marine technical operations.
12. Review and approve ITT technical specifications and scope of works for all vessels and marine spread including SPM dry-docking / refurbishment and related equipment to operate SPM Units, to meet the business units’ expectations by giving suitable recommendations after technical evaluation of tenders. Participate and contribute in contract regulations and Tender Board presentation process.
13. Lead investigation and analysis of any offshore marine accidents / incidents in liaison with HSE. Recommend and monitor crew-training, certification and leave rotation control in accordance with Marine Standards.
14. Achieve the set targets for continuous improvement of the operations to be aligned with corporate objectives.
15. Develop, establish and implement marine standards (relating to personnel qualifications / material specifications / equipment for use in tanker terminals operations) specific to Company requirements within controlled operating areas for marine vessels. Monitor compliance of these standards in all marine operations.
16. Ensure that regular audits are conducted for marine contractors and long-term chartered vessels for policing and maintaining marine standards.
17. Guide, direct, coach, train and motivate team members (including developees) to work to their best potential and perform effectively together as a team.
18. Work in line with HSE Policy and ensure awareness and compliance of HSE rules and regulations by subordinates.
19. Develop, implement and review marine standards for barges / marine spread required for projects and operations.
20. Ensure timely availability of marine capability for Search & Rescue operations as well as personnel evacuation in case of emergency.
21. Ensure mandatory usage of Personal Protective Equipment (PPE), measure safety performance and reinforce safe work practices.
22. Plan, monitor and coordinate training and development of assigned UAE National developees and ensure they are guided and trained effectively.
23. Prepare strategy, budget and business plans for the services.
Organizational Relationships (Work Contacts):
a) Contact with concerned Department Managers and Team Leaders in ZADCO regarding marine projects operations.
b) Marine contractors to discuss operational and safety issues and standards implementation.
c) Masters and crew of chartered vessels.
d) ADMA-OPCO, NPCC and other OPCOs while coordinating joint projects.
e) Contact with Coast Guard, Offshore Oilfields Security Department and MENAS (Middle East Navigation Aid Services).
f) ADCO Operations Department Managers and Team Leaders, regarding Marine Logistics and Meteorological Reports.
g) Classification Societies and Marine Consultants.
h) Participation in Emergency Duty Roster as Duty Officer (EDO).
Independence of Operations and Decision-making Authority:
a) Work in accordance with Company’s business established policies, objectives and guidelines.
b) Maintain high priority for compliance with established policies, procedures and safety standards. Prepare plans in line with Department and Company’s overall strategy.
c) Responsible for establishing and ensuring implementation of relevant marine standards.
Minimum Requirements:
a) Master Mariner Certificate of Competency (foreign-going) or Technical Degree with proven track record in managing projects and support operations in Oil & Gas Industry.
b) 10 years post-qualification experience in the marine industry, of which at least 5 years as Master in foreign-going tankers and 5 years in offshore marine operations.
c) Alternatively, adequate management skills in leading Oil & Gas Support Service.
d) Good planning, organizing and coordination skills. Communication and influencing skills.
e) Ability to remain abreast with developments in standards and marine related activities.
