GASCO - Design Integrity Specialist

PURPOSE
The Design Integrity Specialist will focus on effective implementation of GASCO’S Asset Integrity Policy, AIRMS Framework, especially in relation to the engineering and design of the GASCO’S Plants and Pipelines. He will provide design integrity input to projects

BACKGROUND
The Design Integrity Specialist reports to the Integrity Assurance Division Manager (IA), together with the Technical and Operational Integrity Specialists, the Senior Integrity Assurance Advisor and the Senior Systems and Procedures Development Engineer.
GASCO is a key element of UAE’s hydrocarbons chain and therefore plays a strategic role in the economy of the country. The gas processing and natural gas liquid (NGL) extraction operations take place at four onshore plants. The processed products are then transferred to GASCO’s Ruwais Fractionation Plant (NGL), to other plants and to industrial customers including Dubai, through a widely spread network of pipelines.

MAIN ACCOUNTABILITIES
To check that Asset-Specific COMAH reports are prepared for each Project and Performance Standards have been established for all HSECES for the construction and Operation phases. And that HSE Critical Equipment and Systems (HSECES) are provided per the COMAH report.
To confirm that during the Concept and FEED stage, sources and extents of Risks identified and ALARP principle applied in response to these risks.
To ensure that Failure Modes of all parts of the process system identified and addressed through prevention, control and mitigating measures in the design process.
To assure that all threats, hazards and failure modes are identified and recorded.
To check that in Plant layout, Man-machine interface design, ergonomics, user participation, operability, and Maintainability are considered.
To ensure that Process Control elements are in place to avoid operational upsets, human error avoiding consequences for production, Safety and Environment. The system that responds to input signals from the process and generates output signals to maintain operation of the process in a desired state.
To ensure that Material selection has been made with due regard for sustained operation during life cycle of the plant.
To ensure that design of the system and equipment is properly documented and verified by the relevant Technical Authority.
To ensure that Manufacturer has compiled the availability, reliability and maintainability (RAM) data of equipment and systems which shall comply with applicable standards.
To check and verify that any repairs or modifications to equipment and systems are made in accordance with appropriate codes. A register of changes and deviations is kept, with verification that the solution gives acceptable levels of risk.
To check that completed plant and systems are formally signed over to production personnel following construction or repair, to agree that all actions necessary have been carried out satisfactorily and that the equipment is fit for service.

MAIN CHALLENGES
To ensure and verify that Design Integrity is achieved across all Gasco Divisions.
To provide Design Integrity advice and expertise as required.
