Min Requirements:
University Graduates with a Degree in Human Resources Management or Training, or equivalent with 6 years experience in general training administration in a major industrial environment. Computer literacy, including the use of spreadsheets, database systems and specialized training administration software. Previous supervisory responsibilities with working knowledge of training principles and procedures and good analytic skills. Very good spoken and written English.
Basic Function and Scope:
Supervises, plans and coordinates all non-technical/generic training conducted either in-house or externally on behalf of the Company. Liaises regularly with Department Managers, Training Coordinators, On Job Training Supervisor, Career Development Supervisors and opposite numbers in the QGPC Corporate Training & Development Departments, affiliate companies and local governmental and educational institutions on matters pertaining to the Company's training requirements. Negotiates and establishes with key policy-makers the role of training in the Company. Advises Management on training requirements for fresh graduates and Direct Hires. Manages preparation of the Annual Training Plan and prepares budget estimates for non-technical training and operation of the Training Centre. Negotiates and secures the supply and availability of systems, instructional and technical support personnel, facilities and materials to deliver necessary learning events. Identifies training needs in consultation with heads of departments and supervisors and classifies needs into logical, functional categories. Develops and maintains internal resource capabilities sufficient to meet strategic needs. Evaluates training provisions and materials and submits evaluation reports. Compiles and issues the Company's half-yearly Training Catalog. Sources appropriate external programs at partner companies or other acceptable local or overseas training establishments as required. Manages all English Language Programs and develops, procures and administers assessments including recruitment tests. Coordinates the company's local and Overseas English Language Programs for national employees. Manages the activities of the Company's Training Centre. Maintains custody of the Company's training assets and controls the issue and movement of training equipment. Develops and maintains the corporate training records database system and compiles periodic reports to management on training activities.
